Abstract
It is necessary to carry out surveys on the user take-up of e-government to solve the problem of the low usage level of e-government services compared with high supply level. The surveys in various countries, however, give different operational definitions of user take-up of e-government and adopt different methods to measure it. This paper tries to settle down the issues surrounding the definition and measurement of user take-up of e-government and suggest the development strategy. It seems to me the most promising way to measure the user take-up of e-government as follows. First, ask the respondents if they have contacted with general government in the last 12 months. Second, for the respondents who replies 'yes' to the previous question, ask the channel used for the activities they have taken in contacting with government. It is desirable to introduce the so-called 'life-events' approach in the survey to reflect the citizen-centricity of the e-government initiatives strongly.
