정보화마을 운영평가에 관한 고찰: 2012 정량평가 모형 및 지표를 중심으로

본 연구의 목적은 2012년도 정보화마을 정량평가를 중심으로 평가모형의 타당도 및 신뢰도 분석을 통해 문제점을 도출하고 향후 정보화마을 운영평가의 타당도 및 신뢰도 제고를 위한 고려사항을 검토하고자 한다. 2012 정보화마을 운영평가 분석결과, 정량평가 모형의 타당도 및 신뢰도 측면에서 문제를 나타내고 있다. 단일차원 구성개념의 확인적 요인분석 결과에서 구성개념인 소득증진과 지역공동체 활성화는 단일차원성, 집중타당성 및 판별타당성 등의 구성개념 타당성이 매우 낮게 나타나고 있고 주성분 분석결과에서 소득증진, 지역홍보, 정보격차 해소, 지역공동체 활성화를 구성하는 측정지표들의 집중타당성, 판별타당성 등의 구성개념 타당성이 낮음을 확인하였다. 신뢰도 분석결과에서 지역홍보, 정보격차 해소, 지역공동체 활성화의 신뢰도가 낮아 내적 일관성에 문제가 있음을 보여주고 있다. 또한 2012 정보화마을 운영평가 모형검증을 위한 고차요인분석 결과에서 모형적합도가 매우 낮게 나타나고 있다. 더욱이 측정모형에서 소득증진의 측정지표인 소득증가율, 특산물/체험상품 재구매율, 지역홍보의 언론매체 홍보건수, 자매결연 체결 기관 수 및 교류횟수, 인빌 기자활동, 정보격차의 홈페이지 방문자 수 및 게시판 활용, 마을주민 정보화 교육, 지역공동체 활성화의 마을 홈페이지 가입인원, 마을 홈페이지 회원당 활동율, 운영 협의회 개최건수, 화상상봉 이용건수 등의 측정오차가 매우 높게 나타나고 있음을 확인할 수 있었다. 이러한 결과는 2012 정보화마을 운영평가 모형과 자료가 잘 부합되지 않음을 보여주고 있다. 이러한 분석결과를 기초로 본 연구는 향후 보다 개선된 평가모형 및 지표 개발을 위한 고려사항을 제시한다.
Abstract
The purposes of this study are to examine the validity and reliability of the 2012 quantitative evaluation in the information village and to make suggestions for improving the quantitative evaluation. The confirmatory factor analyses reveal that the constructs of income and local community have low convergent, discriminant and criteria-related validities. The principal component analyses indicate that the constructs of income, local public relations, digital divide, and local community have low construct validities. The internal consistencies of local public relations, digital divide, local community are also low. The higher order factor analyses indicate that the fit indices of the quantitative evaluation model are low. In the measurement model, rate of income growth, repurchase rate of special and experience product, number of media publicity, number of sister's institutions & exchanges, activities of information village reporters, number of homepage visitors & activities of board, residence information education, number of homepage sign-up, activities of homepage members, number of operational meeting, and number of video reunions have high measurement errors. Furthermore, The results suggest a bad fit to the data. Based on these findings, this study discusses some considerations to improve the quantitative evaluation in the information village.
