공공 부문에서 디지털플랫폼 설계에 대해 이론과 실무 차원 모두에 관심이 증가하고 있다. 그러나 기존 연구들에서 공공 부문에서 디지털플랫폼 설계는 그동안 기술적 요소에만 초점을 맞추거나 플랫폼 설계자의 시각에서 하향식으로 접근하는 점에서 서비스 개발자와 이용자의 시각이 충분히 반영되지 못했다. 따라서 본 연구는 서비스 개발자와 이용자의 시각에서 출발하여 서비스 수요에 따라 서비스를 먼저 고안하고 그에 따른 서비스 개발 과정에서 필요한 플랫폼 기술 요소와 쟁점을 식별하는 상향식 접근을 모색하였다. 이를 위해 일반 시민이 이사라는 생애주기 사건에서 요청되는 일련의 이사-주거 서비스 수요를 파악하고 이러한 서비스 묶음에 대한 통합서비스 개발을 시도했다. 그 이후에 그러한 통합서비스를 개발하고 제공하기 위해 요청되는 디지털플랫폼 기능요소로서 채널기술, 개인데이터 수집 및 분석, 데이터 연계시스템 등의 기술요소를 식별했다. 이러한 과정을 통해 플랫폼 설계자와 데이터 공급자 등 공급 측면과 서비스 개발자와 이용자 등 수요 측면을 고려할 통합적인 플랫폼 설계를 모색했으며, 서비스 중심의 디지털플랫폼 설계의 이론적･정책적 함의를 제시했다.
Abstract
As current literature either only focuses on only technical components or follow a top-down approach from platform owner’s perspective, it couldn’t reflect on the perspectives of service developers and users. Thus, this paper starts with the perspectives of service developers and users, develops the specific service in accordance with service demands, and finally identifies technical components and issues of the digital platform (i.e. bottom-up approach). It takes a specific example of service development with the case of integrated housing services, which begins with a citizen’ move. Then, it finds core platform functions: channel technology, individual data gathering and analysis, and data-link system. We attempt to do the integrated plaform design in terms of both supply and demand and suggest theoretical and policy implications for service-centric digital platform design.
