Abstract
Research on smartwork in the public sector has primarily explored on how smartwork can change the nature of work by focusing on the experience of white-collar workers whose work environment is relatively stable and located where ICT support is easily available. However, little is known regarding how street-level public employees who cannot expect a similar level of ICT support respond to the shift in the work environment toward smartwork systems. The present study examines the similarity and differences in the perception of and experience with smartwork between managers and street-level bureaucrats. Using a sample of 400 social workers working at the frontline of social service provision, this study examines the effects of various factors on the satisfaction of smartwork and the expectation of the diffusion of smartwork among street-level public employees. Theoretical and practical implications of the findings are discussed.
