태국 민주주의의 본질과 위기상황:대중 인식을 통한 분석

초록

본 연구의 목적은 태국 민주주의의 본질과 현재의 위기상황에 대한 논의와 분석이다. 연구를 위하여 사용된 자료는 아시아 바로미터 프로젝트에 의해 실시된 1-4차 조사(2001, 2006, 2010, 2014년) 자료들이다. 본 연구를 통하여 분석된 내용들은 다음과 같다. 첫째, 태국 대중들의 민주주의에 대한 이해는 자유민주주의 가치와는 큰 차이가 있다. 개인의 자유와 권리보다는 국가를 중시하는 태도가 한 예이다. 둘째, 대중의 인식에는 민간정부든 군사정부든 경제적 성장, 빈부격차 해소, 양질의 공공서비스를 제공하는 정부는 민주적 정부이다. 군사정부를 민주적 정부로 규정한 응답도 2/3 이상이다. 셋째, 군부에 대한 신뢰도가 매우 높고 군부정권에 대한 대중적 기대도 존재한다. 넷째, 현재의 위기상황은 오랜 동안의 표면적인 민주적 제도와 내용상의 실질적인 권위주의적 통치 사이의 괴리에서 비롯된 것이다. 그러한 점에서 현 쁘라윳 정부의 앞으로의 행보가 태국 민주주의 미래를 결정짓는 중대한 기로가 될 것이다.

Abstract

The purpose of this article is to examine the nature of Thai democracy and its crisis, based on public opinion data of Asian Barometer Surveys I, II, III and IV. Some meaningful findings of this study are as follows: first, public perception of democracy in Thailand is somewhat different from that in liberal democracy. For Thais, the nation is more important than individual freedom and rights. Second, the government, regardless of whether civilian or military, is considered democratic if it brings economic development, reduces the gap between the rich and the poor, and provides good public services to its people. In effect, more than 65% of the respondents consider the military junta a democratic regime. Third, among societal and governmental institutions, public trust in the military is the highest. A large proportion of the public also seems to expect the junta to improve economic conditions. Fourth, the current crisis originated from the gap between externally democratic procedures and internally authoritarian rules for a long time in Thailand. In this regard, forwarding steps of the Prayut’s government will be an important turning point for the future of Thai democracy.
