베트남의 코로나19 대응: 감염병 위기관리체계를 중심으로

초록

이 글은 코로나19 대응의 성공 사례로 베트남을 주목한다. 연구 목적은 베트남 지도부의 리더십과 역량 등에만 주목한 선행연구의 한계를 극복하고 그 이면에서 작동한 공공의료 및 감염병 위기관리체계를 설명하기 위한 것이다. 감시, 격리, 봉쇄 등과 같은 기술적이고 물리적인 대응 조치보다 그 조치가 성과를 낼 수 있도록 기여한 보건의료 부문에 관한 이해 역시 필요하기 때문이다. 베트남의 코로나19 대응 과정에서 성공의 요인으로 지목할 수 있는 점은 다음과 같다. 하나는 바이러스의 지역사회 감염과 전파 가능성이 확인되면 봉쇄 조치를 실시하여 조기에 확산을 차단했다는 점이다. 다른 하나는 봉쇄 조치와 함께 접촉 추적, 진단 검사 등의 조치가 포괄적으로 이루어졌다는 점이다. 베트남의 감염병 위기관리체계는 경제 및 의료 자원이 제한적인 국가가 방역 지침과 모델을 구상하는데 도움이 될 수 있다. 코로나19 팬데믹(Pandemic) 사태 이후 보편적 건강보장(UHC)에 기초한 강력한 의료체계의 중요성이 재차 강조되고 있다. UHC와 보건시스템의 관점에서 볼 때 베트남은 1차 의료 개혁과 의료 접근성 확대를 지속적으로 추진해왔다. 베트남의 코로나19 대응에 관한 보건의료적 차원의 평가에 주목한 본 연구는 모든 인구에 대한 건강보장과 의료 서비스 확대의 중요성에 관한 함의 역시 제공한다.

Abstract

This paper focuses on Vietnam as a successful case of responding to COVID-19. The purpose of this study is to overcome the limitations of previous studies focusing only on the capabilities of the Vietnamese leadership, and to explain the public healthcare and infectious disease control system operating behind them. This is because, along with technical and physical countermeasures such as surveillance, quarantine and lock-down, health care systems that have contributed to the positive outcome are also key areas to be reviewed. Factors that can be noted in Vietnam’s successful response to COVID-19 are as follows. First, when the possibility of infection and transmission of the virus to the community was confirmed, a targeted lockdown was implemented to block the spread of the virus early. Second, along with the lockdown, measures such as contact tracing and diagnostic tests were comprehensively implemented. Vietnam’s infectious disease control system is helpful in establishing quarantine guidelines and models for countries with limited economic and medical resources. After the Outbreak of the COVID-19 Pandemic, the importance of a strong healthcare system based on Universal Health Coverage(UHC) has been emphasized again. From the perspective of UHC and the health system, Vietnam has continued to promote primary health care reform and access to healthcare. Focusing on the evaluation of the health care level of Vietnam’s response to COVID-19, this study also provide implications for the importance of expanding medical services and health coverage for the entire population.
