해운·조선 산업은 대표적인 자본집약적 산업으로 최근 글로벌 해운시황의 개선으로 세계 조선 산업이 회복세를 보이고 있는 있다. 선박수급 개선 및 경기회복세 등을 고려할 때 점차 중소형 조선사들의 수주회복이 기대되고 있는 상황에서 우리 기업도 이에 대한 준비가 필요할 것으로 보인다. 선박금융과 관련하여 대표적으로 활용 가능한 방안이 선수금환급보증(Advance Payment)의 방법을 활용할 수 있다. 선박금융에서 보증신용장을 이용한 선수금환급보증은 조선소의 채무불이행이 발생하는 경우 보증신용장 발행은행으로부터 선수금을 환급 받는 형태로 거래가 이루어 질 수 있다. 따라서 보증신용장의 장점을 활용하여 선수금환급보증제도의 활용에 대하여 다각도로 검토가 필요한 상황이다. 따라서 해운산업과 관련한 선박금융에서 선수금반환보증을 중심으로 한 간접지원제도를 검토하여 개선방안을 도출하고자 한다.
Abstract
n order to overcome the crisis of the shipbuilding industry through shipping financing in the shipping industry, the system can be divided into direct support system and indirect support system. The direct support system includes financial support through the ship investment company, and there is interest support system through interest relaxation or exemption on financing of ship construction. Indirect support schemes include taxation support through the tonnage system, guarantee support through refund grarantee, and insurance support through export - based insurance as indirect support measures. Therefore, this study analyzes the indirect support system which is indispensable to the survival of the Korean shipbuilding industry, especially the small and medium shipbuilding industry, which is at risk, and overcomes the present crisis by searching for the problems and improvement plans of the indirect support system. The purpose of this study is to prepare for the timing of activation.
