2018년 캄보디아의 경쟁 없는 선거는 캄보디아인민당이 상원과 하원을 독점 하는 결과를 낳았다. 강제 해산되어 선거에서 배제된 캄보디아구국당은 선거 거부 운동을 벌여 선거의 합법성을 부정하려 했으나 오히려 높은 투표율은 캄 보디아인민당의 재집권에 합법성을 부여했다. 캄보디아인민당은 복지정책 확대로 지지율을 끌어올리는 한편 반정부 인사들에 대한 포섭과 배제 전략으 로 캄보디아구국당의 결집을 저지하고 있다. 의회를 독점한 인민당 정부의 독 주가 예정된 가운데 민주주의 복구를 위한 국제사회의 제재와 중국의 지원과 보호가 충돌하고 있다. 캄보디아 경제는 꾸준한 성장세를 이어갔지만, 특정 산 업에 대한 의존도가 높아 향후 제재가 본격화될 때 타격이 불가피한 위기에 직 면해 있다.
Abstract
The Cambodian elections in 2018, deprived of competition, led to the unprecedented monopoly of the parliament, both the Senate and the House of Representatives, by the ruling Cambodian People’s Party. The dissolved Cambodian National Rescue Party encouraged its supporters not to vote, attempting to nullify the elections. Yet a high turnout failed the boycott strategy and endowed legitimacy to the ruling party. While the newly instated government woos more support with strengthened social security polices, the Rescue Party members scramble to avoid further emasculation. The EU and the US began the procedures for economic sanctions aiming to press the Cambodian government to restore the democratic procedures, as China stands in the way alleging to protect its Cambodian allies. The Cambodian economy recorded another robust growth in 2018. But it faces new challenges coming that could bring about a devastating impact when the sanctions are put into effect.
