태국의 ‘#한국여행금지’ 사건을 통해 본 호명과 예속화의 공간으로서의 국경

한국으로 여행 온 태국인이 입국이 거부되어 송환되는 사례가 화제가 되면서 태국의 SNS에서는 ‘#한국여행금지’ 해시태그가 확산되었다. 이 논문은 한국으로 여행 온 태국인의 입국 심사 경험을 토대로 국가 이데올로기 장치가 작동하는 국경관리체제와 그에 따른 호명과 주체화의 과정을 분석한다. 태국인이 한국 입국 심사를 준비하고 국경을 이동하는 과정은 국가 차원의 차별뿐만 아니라, 국가 내부의 차이와 차별을 드러내고 있음을 보여준다. 이 글은 한국의 국경에서 태국인에게 ‘불법’ 이주 노동자의 국가 출신이라는 편견이 작동하고 있음을 설명한다. 동시에 태국인에 대한 입국 불허 문제가 어떻게 한국과 태국의 민족주의 정서를 발전시키고 국적에 기반한 신인종주의적인 적대감으로 확산되는지 살핀다. 끝으로 한국의 국경관리체제가 이산 지역과 같은 해외 이주 노동자가 많은 특정 지역에 대한 차별과 계급적 구별과 결합하여 불법체류 노동자를 의미하는 ‘작은 유령’의 전형적인 이미지를 태국인 여행객들 사이에서 구축하고 강화하는지를 보여주고자 한다.
Abstract
This article examines the #BanKorea movement, a boycott campaign by Thai nationals against travel to Korea in response to frequent denials of entry. By exploring the experiences of Thai travelers to Korea, it reveals how interpellation and the ideological state apparatus are constructed and internalized by these individuals as they prepare to cross the Korean border. The analysis demonstrates how subjectivation processes shape discrimination both at the international level and within the national context. Firstly, it demonstrates how national stereotypes control borders, particularly the high number of Thai 'illegal' migrant workers in Korea, leading to entry denials. Secondly, it explores how the #BanKorea movement has fostered mutual recognition between Thais and Koreans, often expressed through nationalist sentiments, including animosity and neo-racism based on national identity. Thirdly, the article examines how Korea's border regime enforces regional and class distinctions among Thais by constructing the typical image of the 'phii noi', predominantly 'illegal migrants' from northeastern Thailand.
