Abstract
This study aims to explore how socially grounded demands for better health and community participation are formed and implemented in the pursuit of Universal Health Coverage (UHC). Focusing on a village in Kom Tum Province, located in Vietnam’s Central Highlands, the research examines the implementation process and outcomes of the Patriotic Hygiene Movement conducted from 2019 to August 2024 (excluding the COVID-19 years of 2020 and 2021). Data were collected from health center documents and semi-structured interviews with medical personnel, local officials, and residents. The interview questions were developed based on prior studies on hygiene education, civilization, modernization, and development, with attention to the interaction between top-down policy enforcement and bottom-up practices. The findings reveal that local residents participated in the campaign amid a complex landscape of health-related concerns, actively participating in regular village meetings that served as informal seminars for sharing community news, health information, and practical hygiene advice. These interactions highlight how residents navigated between institutional expectations and local adaptation. This case underscores that the realization of Universal Health Coverage (UHC) depends not only on formal policy interventions but also on the integration of experiential, practice-based knowledge embedded in everyday community life.
