Abstract
The Indonesian labor movement contributed not only to the birth but also to the development of national health insurance in Indonesia. As soon as the Social Security Providers (BPJS) Act was enacted in 2011, the BPJS Watch was established. When the National Health Insurance (Jaminan Kesehatan, or Jamkes) was launched in 2014, the Jamkes Watch was also organized separately by labor unions. This monitoring activism discovers problems between patients, hospitals, and insurance from the field, advocates for vulnerable patients, and conducts activities to demand improvements in health policies and insurance systems. It gains influence through volunteering, mobile communication, media, government meetings and political networks. The monitoring activism is a creative practice of Indonesian labor unions and civil society based on the belief that universal health coverage can be realized when no one is excluded. Therefore, the history of Indonesia’s universal health coverage can be fully recorded when it includes the story of the monitoring activism.
