Abstract

[Purpose]Because of the existence of framing effects, the decision-makers have a tendency to select inconsistent choices when the question is framed to concentrate on losses or gains. As far as tax evasion of taxpayer, many valuable researches have proved the relationship between detection rate, gender and tax evasion. However, few studies have taken the framing effect into consideration. [Methodology]This paper incorporates the framing effect into the framework to forecast the tax evasion behavior and conduct an empirical study in Chinese sample on the topic of tax evasion. Specifically, this paper use experimental research methods to analyze the relationship between framing effect, detection rate, gender and tax evasion. Because of the taxpayer’s different perception on “tax to be paid” and “tax payback”, this paper designs two different tax framing, namely positive and negative tax framing. In the positive tax framing, tax has been purposely withheld by the authorities and completion of a tax return means a rebate, whereas in the negative situation a certain number of taxes have yet to be paid. Also, this paper designs two kinds of tax monitoring situation, namely low (5%) and high (25%) detection rate, which means there have low and high detection rate in both positive and negative tax framing. Based on the foregoing considerations, we design four kinds of questionnaires and each correspond to one kinds of situation mentioned above. The participants were 505 trainees from China's Zhejiang province, in which 290 of them being male and the others female. All participants are divided into four groups randomly and also they are asked to complete the questionnaires. According to the taxable income the participant reported, a 2×2×2 Mixed ANOVA was conducted using the SPSS 23.0 program. [Findings]The result of Mixed ANOVA analysis shows that all three main effects, namely tax framing, detection rate and gender are significant. Meanwhile, the results indicate that the other two interaction effect are also significant. Based on the results obtained above, this paper draw the conclusion that compared with being given the income and then deducted the tax, being given the income after deducted the tax and then received the tax return is the positive framing to taxpayer, and this can reduce tax evasion behaviors. The detection rate has negative impact on tax evasion, and more tax evasion is observed in female sample than in male sample. The interaction effect between gender and framing, and the interaction effect between gender and detection rate are significant. Males are more susceptible to framing and detection rate. [Implications]First, tax authorities should convey tax information using positive framing to reduce tax evasion actions. Second, tax authorities should consider increasing the detection rate, so as to form a deterrent force to potential tax evaders and reduce tax evasion. Third, tax authorities should pay proper attention to the female taxpayers, and in specific practice, they should try to eliminate the interference of personal emotional factors and strengthen the supervision and management of female taxpayers.
