초록
An aeronautical study is a study of an aeronautical problem to identify possible solutions and select a solution that is acceptable without degrading aviation safety. Aviation Safety is the state in which the potential risk is reduced to, and maintained at or below, an acceptable level through a continuing process of hazard identification and risk management. Therefore aeronautical study is based on risk assessment which is the overall process of risk analysis and risk evaluation. ICAO has established the standards regarding airport facilities and the obstacle limitation and regulated the construction of the man-made structures and facilities in and beyond the standards. For instance, Any obstacles against the standards should be removed as far as practicable except it is determined that the object would not adversely affect the aviation safety or significantly affect the regularity of operations of aircraft through an aeronautical study. In spite of the standards, ICAO and most member states have not established the guidelines for the methods and procedures of aeronautical study. This study is to develop the methods and procedures for aeronautical study and risk assessment by the aerodrome establisher, aerodrome operator and government bodies, in order to secure aircraft safety during the development project and operations of an airport according to the Ministerial Regulation.
