조선시대 觀察使 敎書와 諭書의 문서 행정과 운용

Abstract

In the Joseon Dynasty, the king authorized provincial governor to rule over designated provinces by issuing to them Gyoseo(敎書) which requested them of good governance of the area concerned and Yuseo(諭書) which granted them to employ a provincial military force. This Gyoseo was issued through the process of appointing Gyoseo-Jesulgwan, making a draft of the body of the Gyoseo, writing it clearly in the form of Jejindanja(製進單子), Juseo(注書)’s copying it after king’s approval, and finally affixing the royal seal of Simyeong-ji-bo(施命之寶). And Yuseo was issued through the process of making a draft of the body of the Yuseo by Juseo from Seongjeongwon, registering its document number of Milbu(密符) based on Milbuchibuchaek(密符置簿冊), and then affixing Yuseo-ji-bo(諭書之寶). Both Gyoseo and Yuseo for provincial governors were reissued when their province had been renamed during their term of office or they got promoted, and only Yuseo was reissued after king’s death. Newly appointed provincial governors had an audience with the king at the royal palace to receive Gyoseo and Yuseo, both of which were occasionally given to provincial governors at their provincial government office in case of immediate departure. Gyoseo and Yuseo were used to lead mayors and county governors in the area concerned.
