한국 항공기 제조업 생산실적 최적화를 위한 RSP 국제공동개발 연구

한국 산업통상자원부는 2018년 4월19일 ‘2025년 항공산업 생산 230억불(279,772억원) 목표를 발표하였다. 제조업 목표달성 가능성을 높이기 위하여, 계량경영학적 접근이 필요하다. 1967년 보잉이 세계 주요제트 항공기 시장의 96%를 점유하였을 때, 유럽 각 국이 협력하여, 1970년프랑스와 독일이 에어버스를 설립하였다. 에어버스는 2000년 A320 납품 면에서 미국 보잉을 추월하였다. 2014년 에어버스가 EADS를 자회사로 편입시켜 항공방산부문을 통합하여, 유럽평화에 기여하였다. RSP국제공동개발은 3단계로 추진하는 것이 타당하다. 1단계는 개별기업이 국제공동개발을 추진하는 단계이다. 2단계는 국가지원 기관인 일본 JADC가 대표적 사례이다. 3단계는 국가 간 RSP 국제공동개발로 에어버스가 대표적 사례이다. 2017년 전 세계 민간 제트기 운항대수(20,956대) 중 아시아태평양 국가가 34%를 차지한다. 그러나에어버스가 44%, 보잉이 56%를 공급하고 있다. 아시아태평양 국가들의 항공기 수요(34%)와 공급(0%) 이 심각하게 왜곡된 상황이다. 본 연구에서는 일본 JADC와 유럽 에어버스의 성공사례를 분석하고, 한국 등 아시아 태평양 국가의 항공기 제조업체가 전 세계 단일통로 항공기 시장점유율 확대방안을 모색하고, 한국 정부와 항공기 제조업체가 RSP 국제공동개발사업에 9,140억을 투자하여, 279,722억원 생산실적 달성방법을 도출하고자 한다.
Abstract
The Ministry of Trade, Industry and Energy announced ‘the goal of 2025 billion dollars (279,772 billion won) of aviation industry production in 2025’ on April 19, 2018. To increase the likelihood of meeting manufacturing targets, a Operations Research approach is needed. When Boeing captured 96% of the world’s major jet aircraft market in 1967, European countries worked together to establish Airbus in 1970 with France and Germany. Airbus surpassed Boeing with A320 delivery in 2000. Airbus incorporated EADS as a subsidiary to consolidate the aerospace and defense industry in 2014, it had been contributing to European peace. It is reasonable to promote RSP international joint development in three stages. The first stage is the stage where individual companies promote international joint development. The second stage is the case of Japan’s JADC, a national support organization. The third stage is the RSP international joint development among countries, and Airbus is a representative example. In 2017, Asia-Pacific countries account for the 34% of the world’s private jet fleet (20,956). But Airbus had supplied 44% and Boeing 56%. Aircraft demand (34%) and supply (0%) in Asia-Pacific countries are severely distorted. This study analyzes the success stories of Japan’s JADC and European Airbus, finds ways in which aircraft manufacturers in Asia Pacific countries, including Korea, can expand their market share in the global single-aisle aircraft market. By investing 914 billion won, we will derive ways to achieve 279,722 billion won of production.
