It is known that demand for health and health care services is going to increase due to the continued rise in the number of older people and a decline in the supply of informal care (and care by the family) in Korean society. This study is to examine how community care policy for older people has been provided and developed in Japan and the UK, and with what effects; and to find some crucial issues and lessons from comparative perspectives in community care policy for older people between Japan and the UK. The lessons we have learnt are as follows. Firstly, the health and social care system should be integrated in order to provide adequate care services without social service interruption or discontinuance. Secondly, a local government's administrative support and local residents' active participation will be essential requirements for the development of community care system. Lastly, more local resources from the private and voluntary sectors should be supported and funded by central and local governments in order to deliver effective, high-quality and low-cost health and social care. This paper conclude that the development of community care system can ensure older people's independent, safe, healthy and active life in their community as long as they choose.
