오늘날 항공안전에 있어서 운항승무원이라는 인적요인이 매우 중요함을 인식하고 있지만, 항공안전과 관련된 국내 연구들은 주로 항공시스템이나 조종사의 기술적인 면에 초점을 맞춘 연구들이 주를이루고 있고, 운항승무원의 비 기술적인 역량 요소에 초점을 맞춘 연구들은 상대적으로 미흡한 실정이며, 본 연구에서 다루고 있는 NOTECHS(non-technical skills)에 관한 선행연구도 국내에서는 거의 찾아볼 수 없다. 따라서 본 연구는 이미 유럽에서 CRM(crew resource management)의 평가도구로써 시행하고 있는NOTECHS에 대한 국내 항공사 조종전문가들의 의견을 조사하여 한국의 운항여건 및 문화적 차이에따른 핵심요인들을 도출해내고 그들의 상대적 중요도와 우선순위를 파악함으로써, CRM 교육훈련프로그램과 NOTECHS의 운영 시 반영하여 조종사들의 CRM 능력을 향상시키고 실제 비행에 적용시킴으로써 안전운항을 위한 인적요소 강화에 기여하고자 한다. 이러한 목적을 달성하기 위하여 조종사의 비 기술적 역량 요소인 NOTECHS에 대한 선행연구와 문헌조사 등의 이론적 연구를 수행하였으며, 항공기 조종 전문가들을 대상으로 1차 전문가의견조사와 2차 쌍대비교조사를 실시한 후 AHP분석을 적용하는 실증적 연구를 병행하였다. AHP 분석 결과, 상황인식의 중요도가 가장 높았고, 그 다음 의사결정, 리더십 및 관리기술, 협력의 순으로 중요하다고 전문가들은 판단하였다. NOTECHS의 전체 26개 항목들의 우선순위를 분석한 결과, 상황인식에 해당하는항목인 ‘항공기 시스템 상태의 변화를 항시 모니터 한다’가 가장 중요한 항목으로 나타났다.
Abstract
Even though aircraft accidents are greatly reduced by the improvement of safety management practices and the development of aviation technology, accidents caused by human factors such as cooperation, teamwork, communication, and leadership have been increased continuously. CRM(crew resource management) has been developed and evolved to overcome these problems. And today’s CRM training and enforcement are required to strengthen the non-technical skills. Although non technical skills are very important in flight safety, the previous research has focused on the technical aspects of pilots, related aviation system and studies are relatively insufficient. Thus, the purpose of this study is to investigate framework to improve CRM and provide a basis for strengthening non technical skills in order to improve flight safety. In order to accomplish this purpose, prior researches and literature review on the NOTECHS system, which is non--technical skills of the pilot, were conducted and followed by empirical studies using AHP analysis. The results are as follows according to AHP analysis; first, the importance of situation awareness was the highest factor, followed by decision-making, leadership and managerial skills, and cooperation on second hierarchy. Finally, highest factor of the importance out of 26 factors is 'Monitors and reports changes in systems states’.
