초록

Game industry is called new industry of dream which represents 21st century. In fact, Korean game industry has grown big during past 10 years, and affected by this growth, each local government has selected the game industry as a growing industry and worked to improved it. However, most of regional governments were not able to maintain the motivation they had in the beginning, and could not yield much growth. Jeonju Computer Game Expo (JCGE) is Jeonbuk's representative game festival which began in 1999 first, but it came to the situation where they have to worry about its existence. This is not only JCGE's situation but general problem which the game industry of every local government is dealing with. Thus, it would be an important research to resume the direction of Korean game industry's growth, its strategy of success and also to check the direction which the JCGE and other area's game industry should aim in these situations. The Korean game industry has increased its market share to enormous size placing up to 7 trillion and 400 million won, and even in world market, it's showing market share of 7.8%. Especially, the on-line game and mobile game are main areas which the Korean game industry is concentrating on. Game industry has great chance of global growth and since 2002 it began to exceed the total output of semiconductor industry. The important factor that determines the success or failure is human resource, software technology and know-how. Local Governments which noticed the potential of game industry has concentrated on investing in game industry for 10 years. But as a result, the growth of IT industry of the past 10 years is found mainly focused in national capital region mostly. If we take a look at the weight of regional IT industry, 74.5% of business, 64.4% of IT field workers, and 58.9% of output is concentrated in Seoul, Kyungi and Incheon and hence showing quite serious unbalanced weight being concentrated in national capital region. The failure of regional game industry is mostly due to the misunderstanding of the industry's potential to succeed. In order for game industry to grow, the followings are needed; first, educational infrastructure, second, distribution infrastructure, third infrastructure of information. And in addition a community in which the sharing and flowing of information can be possible is necessary for the existence of community. The IT industry of Jeonbuk is stagnant and JCGE that was expected to act as a core role of game industry is also in danger of abolition. At first, JCGE aimed to become the Korea’s best game festival, but for 8 years, the budget decreased and also the interest of citizens faded with the meaning of industry’s development and now that we are at the point where we have to look for new direction. JCGE now have to change to regionally specialized business, and search to be converted into labor force training and closely related to life industry. Last of all, it is very important to find a relative industry which is combined with regional culture in order for game industry of Jeonbuk to revive. Recently the game industry is expanding to an emotional industry. The cultural artistic estate of Jeonbuk combined with game industry should show its ability of story telling and design project and be able to act as a source in OSMU system. This would be the specialized strategy for game industry of Jeonbuk.

Abstract
