18세기 수령과 관찰사의 행정마찰과 처리방식 - ＂嘉林報草＂를 중심으로 -

Abstract

My research starts with analysis of the relationship between a local governor and a provincial governor. It focuses on the system and practical operation of a local adminstration, different from conventional studies focusing on law and regulation. First of all, I will analyse several cases of administrational conflicts between a local governor and a provincial governor. Then I will show how they solve theses matters. The prominent source for this study is Garimbocho, written by the local governor of Ym-Chon(林川) in 18th Century. It is the official document from July of 1738(Young-Cho 14) to Yun Jun of 1740(Young-Cho 16) and consists of 197 volumes including 181 of Cheop-Jung(牒呈), 11 of Ha-Chop(下帖), 4 of Jyun-Ryung (傳令), 1 of Da-Gim(考音). Among them, the volumes of Cheop-Jung are the most important for this research. They are the letters from a local governor to a provincial governor. And a provincial governor writes his evaluation on them. So they are crucial in understanding the relationship between a local governor and a provincial governor. Therefore, through Garimbocho we can understand that the administrational environment of the local governor of Ym-Chon and the provincial governor of Choong-Chyung. In what specific matters did they have conflicts? And how did they communicate and solve these problems? My research try to give the answers for these questions.
