Abstract
Korea’s space development was promoted in earnest from the late 1980s, starting with the establishment of related specialized institutions, such as KARI and KAIST Satrec in 1989, creating visible technical results despite its short history. Despite these achievements, however, Korea’s space industry is struggling, with only about 2% of the global market, and Setrec-Initiative, the first private company to secure satellite development and assembly technology in Korea, expanding its competitiveness in the global market. This study conducted a case study on the development process of Setrec-Initiative(SI) based on Dynamic capability framework combined with catching-up theories, which secures global competitiveness despite its short history as a latecomer. Hobday(1998) argued that technological catch-up in latecomers is very difficult in the CoPS industry such as the aerospace industry. However, based on this case study, it was confirmed that Setrec-Initiative, a small venture company in Korea, succeeded in technological capability building and entered the global market. In addition, several implications were obtained in the technology catch-up process of SI. First, in the pre-startup stage, the technological capability was established through the government R&D program of university research institutes. In this stage, learning by doing through parallel execution of overseas technology transfer was very effective in accumulating core technology(System Integration). It became the basis for SI’s technology pursuit. Second, SI’s technology catch-up process was mainly an achievement by its own R&D. Unlike many technology catch-up theories such as Kim(2000), SI has been building its technology capabilities by boldly entering small satellite market since its foundation and combining business and R&D through its own research by R&D. In particular, in this process, ‘dual-learning’ program and the ‘clone project’ internal knowledge management program were operated to transfer technology to new personnel. Third, from the beginning, SaTRec Initiative has targeted the overseas market, not the domestic market. In this process, it was confirmed that not only technical capabilities but also corporate management strategies are very important. In particular, when SI, which inevitably lack technical capabilities, compete with advanced companies, the strategy of presenting technology transfer programs to latecomers rather than low-cost marketing was very effective. In particular, introducing SI’s method of learning in the UK and working with KAIST to operate a technology training program that combines master’s and doctorate programs was a very effective strategy for winning government projects in developing countries. Fourth, it was confirmed that the theoretical analysis frame of the complex product system (CoPS) was very effective in explaining the characteristics of the aerospace industry. The complex product system (CoPS) has project-based production patterns and path-dependent characteristics. Once a project is launched, it was confirmed that it has a path-dependent characteristic that leads to long-term follow-up projects, as shown in the case with the UAE. Through this, this study aims to provide implications for latecomers and related studies that are pursuing technology in the aerospace industry and high-tech industries with similar industrial characteristics.
