This study deals with policies and programs for promoting small and medium enterprises (SMEs) into globally specialized enterprises by strengthening the R&D capability and facilitating business innovation. The aim is to foster globally specialized enterprises that have differentiated capabilities in their specialized fields while participating in a global supply chain. In particular, we focus on R&D support policies and programs. We first review the concept of the globally specialized enterprise and the progress of business innovation support policies for fostering globally specialized enterprises. We then examine SMEs support policies and programs for the year 2013, focusing on R&D support policies and programs for SMEs moving toward globally specialized enterprises. More specifically, we examine the investment direction and criteria of the National R&D Program, policies and programs of the Ministry of Trade, Industry & Energy, and the Small and Medium Business Administration. We then review the National R&D Program, investment status, and difficulties and issues about R&D investment. Lastly, we discuss about policy issues for promoting SMEs into globally specialized enterprises by strengthening the R&D capability.
