Abstract
In Northeast Nigeria, where ground transportation is severely restricted by conflict and insecurity, humanitarian operations rely heavily on air transport. This study empirically investigates whether fuel uplift can be reliably predicted and standardized in a data-scarce humanitarian flight environment using only a minimal dataset. Among 2,716 UNHAS helicopter flight records from 2023–2024, a total of 1,032 flights were selected after preprocessing procedures such as missing-value handling, outlier removal, and exclusion of multi-leg segments. Using fuel uplift as the dependent variable, an ordinary least squares (OLS) regression model was constructed with flight time, route distance, and take-off weight as the main independent variables, while interaction terms (e.g., average speed, visibility, headwind) were added where necessary. The final model achieved R2 = 0.739 and 10-fold cross-validated R2 = 0.679, demonstrating stable explanatory power in both training and validation phases. To operationalize the findings, a two-tier fueling rule is proposed. First, the Standard Uplift is defined as the predicted value plus the median residual, serving as the baseline to suppress over-fueling during routine operations. Second, the Contingency Buffer adds the 95th-percentile residual to the prediction, providing a safety margin against weather and operational uncertainties. This approach enables evidence-based fueling decisions using only field data—without reliance on complex sensors or systems—while supporting both cost efficiency and carbon reduction. Importantly, the proposed framework is immediately applicable to domestic small rotorcraft operations such as wildfire suppression by the Korea Forest Service, search and rescue missions by the National Fire Agency or Coast Guard, and emergency patient transport in mountainous or island regions. By utilizing only fundamental parameters—flight time, distance, and weight—the model can determine standard and contingency fuel quantities, mitigating over-fueling and overweight risks while contributing to public-sector fuel cost reduction and greenhouse gas mitigation.
