Abstract
This study compares and analyzes four elderly care services—home care support services, long-term care insurance services, community care, and customized elderly care services—using Gilbert and Specht's analytical framework in terms of allocation, benefits, financing, and delivery systems. The aim is to propose a more integrated and efficient direction for elderly care policy. Applying Gilbert and Specht's analytical framework (benefits, allocation, financing, and delivery system), the results show that the four services share common goals. However, they exhibit heterogeneity in terms of financing structures and delivery systems, particularly in the criteria for selecting beneficiaries, and even more so in terms of functional overlap and fragmentation issues. Accordingly, this study proposes the following: first, the establishment of a local government-centered control tower and the unification of eligibility criteria; second, the reestablishment of roles and complementary operation among services; and third, the establishment of a sustainable financial structure. Although this study has limitations in that it is based on literature analysis and comparisons limited to certain services, it is significant in that it diagnoses the structural problems of the current elderly care system and proposes policy directions for the establishment of an integrated care system.
