국내 사립대학은 현재 기부문화의 미성숙 및 실적이 저조하여 기부금을 활용한 교육재정 여력이 부족하여 질 높은 교육∙연구를 하는 데 어려움을 겪고 있으며, 이에 따라 국가적인 경쟁력을 향상시키는 데도 한계를 느끼고 있다. 이에 반하여 미국 사립대학의 경우에는 그 동안 잘 조성된 개인기부문화를 바탕으로 하여 잘 훈련된 전담조직을 활용하여 획기적이고 기발한 기부방식 등을 고안하여 거액의 많은 기부금을 모금하고 있으며, 모금된 기부금을 재원으로 하여 안정적이고 수익성이 높은 투자관리를 통하여 교육에 필요한 수입재원으로 사용함으로써 질 높은 교육을 하는 데 일조를 하고 있다. 국내 사립대학이 앞으로 지속적으로 존재하면서 성장∙발전하여 ‘교육’과 ‘연구’라는 고유목적사업을 차질 없이 수행하기 위해 필요한 기부금을 확보하려면, 첫 째, 학교 기부금 활성화를 위한 학교의 자구노력은 기부친화적인 정책인프라가 확충될 때 그 효과가 극대화될 수 있다. 이를 위해서는 우선 기부 관련 법률을 탈규제적이고, 기금조성의 편의성을 도모하는 방향으로 개정하고 세제를 이용한 각종 혜택 역시 과감하게 추진되어야 한다. 둘째, 분야별 전문 모금기관 육성이라는 정책적 맥락에서 교육분야 모금기관을 육성∙지원하거나 다양한 각종 기부제도 도입, 모금된 기부금이 투명하게 사용∙관리될 수 있도록 감시 가능한 시스템이 정비될 필요가 있다. 셋째, 다양한 정책인프라 구축과 관련하여 사학진흥을 위하여 설립된 공공기관인 한국사학진흥재단의 역할도 재정립되어야 할 것이다.
Abstract
As the current contribution cultures of private universities in Korea are immature and its performance is poor, there is the lack of education funding through donations and higher education and research is difficult to be carried. Accordingly, there are limits to improve national competitiveness. On the contrary, in case of a private university of the United States, private donations have been well-maintained on the basis of culture, by using an well-trained and dedicated organization that utilizes significant and original contributions to devise ways is raising a lot of donations. Simultaneously donations raised by investing in a stable, profitable place used to finance imports needed for education and quality education. To secure the necessary contributions as Domestic private universities continue to grow and develop in the future in order to perform a unique educational and research purposes without a hitch, first, effort the school itself for activation of the donation maximizes the effectiveness when contribution-friendly infrastructure policies will be expanded. To do this, in the first place donations laws should be amended to be raised with ease and with less regulation and tax-related benefits should be given. Second, in the context of developing sectoral professional fundraising agencies we make sure that educational fundraising organizations will be fostered and supported, that a variety of donation systems will be introduced and that in order to transparently to be used and managed the donations raised, system for monitoring should be maintained Third, for a variety of policy infrastructure, the role of Korea Foundation for Promotion of Private Schools, Public institutions for the development of private schools will need to be reorganized.
