Abstract
European mutual culturalism is similar to multiculturalism in that it considers immigrants as members of the community, prohibits discrimination against immigrants by mobilizing legal devices, recognizes cultural diversity as assets that produce creative and innovative ideas, and implements educational and cultural projects for social integration of immigrants, but it is distinguished from multicultural policies in that it emphasizes exchanges rather than coexistence of diverse cultures, and emphasizes individual identity rather than collective identity of immigrants. The European Mutual Culture City Program began with a program in which only European cities participated, but other cities gradually joined the program, and Ansan City in Korea joined the program in February 2020. Ansan City's entry into the mutual cultural city program is expected to bring about a change in the policy of social integration for immigrants in Korea in the future. Interest in mutual cultural city programs among local governments in Korea may increase, and the activities of the National Multicultural Cities Council, formed by cities with more than 10,000 immigrants, may also change. Furthermore, there is a movement to use the concept of multiculturalism, which was used in a comprehensive sense in Korea, including the concept of mutual culturalism in Europe, as in Europe, which is expected to raise controversy over the concept of multiculturalism.
