미래형 이민자 사회통합 프로그램 설계에 관한 연구: 온라인 융합형 입국 전 사회통합 교육체계를 중심으로

(연구목적) 이 연구는 메타버스 교육 플랫폼 등을 활용한 온라인 융합형 교육체계 구축의 근거와 구체적 방안 제시를 목적으로 한다. 이는 잠재적 이민자들을 대상으로 하는 송출국 현지에서의 입국 전 사회통합 교육을 좀 더효과적이고 능률적으로 이수하게 하는 유효한 전략적 설계로서의 의미를 지닌다. (연구방법) 이러한 목적을 위해 이 연구는 먼저 국내･외 연구 문헌의 충실한 검토와 함께 기존 선행연구의 한계를 분석하고 그 타개 방안을 모색함으로써 입국 전 사회통합프로그램을 온라인 융합형 교육체계를 통해 실행하기 위한 논리적 근거 및 타당성 개발에 집중하였다. 또한 온라인 융합형 교육체계를 통한 입국 전 사회통합프로그램의 시행방안을 구체적으로 제시하기 위해 국내･외 사례분석을 포함하는 온라인 교육 시스템 현황에 대해 분석하였다. 나아가, 입국 전 사회통합프로그램을 온라인 교육 시스템 구축을 통해 구현하기 위한 기술적 고려사항에 대해서도 분석을 진행하였다. 이러한 다각적인 분석과 고려는 앞서 정리한 온라인 융합형 교육체계를 통한 입국 전 사회통합프로그램 도입의 논리적 근거 및 타당성 개발에 활용되었다. (연구결과) 최종적으로 이 연구는 미래형 사회통합 프로그램을 위한 온라인 융합 시스템 구축과 관련하여 몇 가지 기술적･정책적 제안을 시도하였다. (결론 및 제언) 이를 통해 좀 더 효과적이고 능률적인 입국 전 사회통합프로그램 운영을 위한 구체적 설계 방안을제시하였다. 이 연구는 이민정책의 선제 대응을 추구한다. 다가올 세계 일류 시민국가 시대를 기대하며 그 시대에걸맞은 미래형 교육 시스템을 준비하는 것은 지금 시스템을 운영하는 이들이 해야 할 또 다른 숙제이기 때문이다.
Abstract
(Purpose) The purpose of this paper is to build the rationale and to suggest the policy alternatives of the program design of pre-entrance immigrant education system, especially focused on the on-line blended model utilizing Metaverse education platforms. This paper concerns about the strategies to enhance the efficiency and effectiveness of pre-entrance immigrant education system because the performance of existing Korea Immigration & Integration Program(KIIP) is not sufficient enough. (Research methods) Based on literature review on the social integration model of immigrant and social exchange theory, this paper builds the rationale of the on-line blended model for the pre-entrance immigrant education system. Furthermore, based on the empirical research on the technical and educational evaluation of the Metaverse education platforms, this paper finds out evidences for the guidelines of on-line blended model utilizing Metaverse education platforms. (Findings) Finally, this paper proposes several policy suggestions for the implementation of the program design of pre-entrance immigrant education system shaped on-line blended model utilizing Metaverse education platforms. (Conclusion and recommendations) This paper has some practical meaning because it identifies the rationale and empirical evidence for the on-line blended model utilizing Metaverse education platforms, which is one of preemptive policy alternatives meeting the significant decrease of working age population in Korean society in spite of strict limits on budget and time spent.
