사회복지 프로그램 성과측정에 대한 사회복지사의 인식과 경험 연구: 근거이론적 분석

이 연구는 프로그램 성과를 측정하는 사회복지사의 인식과 경험을 분석하고자 근거이론 연구방법을 활용하여 사회복지사 13명의 심층면접 자료를 분석하였다. 개방 코딩을 통해 209개의 개념, 31개의 하위범주, 16개의 범주가 도출되었다. 축 코딩 결과 ‘프로그램 결과에 대한 요구’, ‘성과측정에 대한 조직 내·외 이견 존재’, ‘성과측정에 대한 가이드라인 부재’가 인과적 조건으로, ‘사회복지사로서의 책무감을 느낌’, ‘사회복지사로서 무능감을 느낌’이 현상으로, ‘조직 관리자-실무자의 합의 불일치’, ‘사회복지사로서의 역량’이 맥락조건으로, ‘사회복지조직의 지원’, ‘사회복지사 개인의 적극적인 대처’가 중재적 조건으로, ‘측정의 경험화를 시도함’, ‘성과측정의 목적전도가 이루어짐’이 전략으로 나타났으며, 그 결과로 ‘어렵지만 성과측정을 포기하지 않음’, ‘안타깝지만 현실에 타협함’, ‘사회적 책임감 부응’, ‘사회복지사만의 전문적 기술 축적’이 나타났다. 선택코딩 결과 핵심범주는 ‘사회복지사로서의 책무감을 느낌’으로 파악되었다. 이 연구 결과를 기반으로 사회복지사들이 프로그램 성과를 측정할 때 직면하게 되는 어려움을 극복하기 위해 조직적 차원에서 성과측정을 지원할 수 있는 조직문화, 성과측정에서 발생하는 다양한 오류 및 실행의 내용들을 지식화하여 조직이 축적하고 전이할 수 있는 조직학습, 일선에서 사회복지사들이 성과측정을 효과적으로 수행할 수 있도록 지원해 줄 수 있는 관리자의 리더십이 필요하다는 것을 제안한다.
Abstract
This study aims to analyze social worker's experience of measuring program outcome using the grounded theory method. The data were drawn from in depth interviews with 13 social workers whose working related with program planning, managing and measuring program result. As result of the open coding, 209 concepts, 31 sub-categories, and 16 categories were emerged. ‘Social demand for programs results’ and ‘different opinions within and outside the organization about performance measurement’ and ‘guideline absence for performance measurement’ were grasped as causal conditions, ‘feeling responsibility as a social worker’ and ‘feeling incompetent as a social worker’ were conceived as the phenomena, ‘disagreement between the manager and the worker’ and ‘the capacity of social worker’ were as the contextual conditions, ‘organizational support’ and ‘active coping of social worker’ were as the interventional conditions, ‘attempt operationalization of measurement’ and ‘goal displacement of measurement’ were as the strategies, and ‘achievement of performance measurement’, ‘compromise with reality’, ‘meet social responsibility’ and ‘exclusive technology accumulation of social worker’ were known as the results. The core category was presented as ‘feeling responsibility as a social worker’. Based on the findings, we suggest organizational culture that supports performance measurement for social workers, organizational learning that can accumulate and transfer empirical knowledge related to program outcome measurement and managerial leadership that can help social workers to measure effectively on the front line.
