고래의 생태관광 콘텐츠화를 위한 탐색적 연구 – 고래관광의 배경, 현황, 생태적 과제를 중심으로 -

초록

최근 서울대공원 전시돌고래 ‘제돌이’의 방류, 울산과 제주의 고래 선박 관광 실시, 고래 수족관의 증가 등을 계기로 고래에 대한 관심이 높아지고 있다. 이 같은 일련의 사건은 한국 사회에서 고래가 포경의 대상, 즉 약탈적 자원에서 벗어나, 보전의 대상이자 비약탈적 활용의 대상으로 여겨지기 시작했다는 인식의 전환을 시사한다. 특히 고래 관광은 ‘보전’과 ‘활용’의 두 가지 목표를 동시에 달성할 수 있는 새로운 고래 활용 방안으로 주목받고 있다. 고래 생태관광 활성화를 위한 탐색적 연구로 본 논문은 국내외 고래 관광의 발생 배경, 형태, 생태적 과제를 소개한다. 고래 관광은 1970년대 국제 포경-반포경 논란 속에서 포경의 경제적·문화적 대안으로 발전했다. 보트를 이용해 야생에서 고래를 관찰하는 고래 선박 관광 외에도, 고래 먹이주기, 고래 수족관, 고래 박물관 등 다양한 형태로 관광이 발달해 왔다. 고래 관광을 생태관광으로 견인하기 위해서는, 고래 관광으로 인한 고래 생태 교란, 동물 복지, 포경과 고래 관광의 공존 등 생태적 과제들을 유념하고 이를 관광 설계에 반영해야 한다. 우리나라의 고래 관광은 지역 경제 발전과 고래 보전의 도구로 지난 10년 새 빠른 속도로 성장해왔다. 이로 인해 고래 선박 관광, 수족관, 고래 박물관에 이어 고래 고기 섭취까지 다양하면서도 상충하는 행위들이 동시다발적으로 이뤄지는 실정이다. 동시에 고래 관광이 야생동물 보전과 자연 인식 향상에 이바지하는 ‘생태관광’으로 기능하기를 바라는 요구도 높은 상태다. 본 논문은 고래 관광의 주요 형태, 담론, 문제점을 소개함으로써 한국의 고래 관광을 세계 고래 관광의 지형도 속에 위치시키고, 이를 통해 국내 고래 생태관광 논의를 체계화하고 활성화하는데 기여하고자 한다.

Abstract

Whales in Korea have received renowned attention since the return of the captive dolphins of Seoul Zoo to the wild ocean of Jeju in 2013, followed by an increase in whale-watching boat trips and cetacean captivity. This suggests a dramatic change occurred to the ways in which whales are viewed in Korean society, less as extractive resources for whaling, but more as non-extractive resources for sustainable utilization, such as ecotourism. This paper offers an overview of global whale tourism by outlining its political beginnings, types of activities, and ecological concerns. Whale tourism began in earnest in North America in the 1970s – in the midst of so-called ‘the Whale War’ – viewed as an economic and cultural alternative to whaling. Over forty years on, tourist activity has been diversified beyond the archetypical whale-watching boat trips, including dolphin feeding, swim-with-dolphin tourism, cetacean captivity, and forms of heritage tourism. Despite its heralded contribution to whale conservation and environmental education, whale tourism in practice is likely to leave detrimental impacts on the cetaceans by creating behavioral disruptions, breaches of animal welfare, as well as its actually existing concurrence of whaling. In Korea, whale tourism has seen a rapid growth during the past decade, promoted as a tool of local economic development and/or whale conservation. A variety of activities are taking place in the guise of whale tourism, including: whale-watching boat trips, cetacean captivity, whale museums, and whale-meat eating experiences. There is also a growing interest among policymakers, environmental campaigners, researchers and some tourists in urgent re-shaping of the current forms of whale tourism as a way to function as ecotourism, which is expected to protect whales and to enhance ecological sensibility of the public towards whales. By outlining the key activities, political debates, and ecological concerns of global whale tourism and comparing those with Korean counterparts, this paper hopes to contribute to further policy and academic discussions of whale tourism in Korea.
