Abstract

I conduct an analysis of the Yoon Suk Yeol government, now approaching the end of its second year, through the lens of democratic crisis theories. Globally, democracy is facing challenges and setbacks, evident in the rising political polarization and populism across numerous nations. A common occurrence intertwined with the crisis of representative democracy is the diminishing influence of party governments and the rise of populism and technocracy as alternative forms of governance. Both populism and technocracy are united in their rejection of intermediary entities like interest groups and political parties, which traditionally connect citizens and the state in democratic politics. Populism bases its idea of ‘correct’ policy on the will of the sovereign people, whereas technocracy relies on the reason of experts. The rise to power of the Yoon Suk Yeol government in South Korea occurred amidst political polarization, and the administration has displayed a blend of populist and technocratic tendencies. I argue that a continuous pursuit of politics without effective intermediaries, overlooking the essential roles of mediation in pluralist party government, may further aggravate the problem of political polarization in South Korea.
