Q방법론을 통한 정책설계에 따른 정책효과 탐색: 성범죄 예방 정책을 중심으로

정책설계에 있어서 정책대상 집단의 사회적 구성에 따른 정책수단의 선택은 중요하다. 정책수단의 선택이 중요한 것은, 이에 따라 정책 효과가 달리 나타나기 때문이다. 본 연구에서는 현재 시행되고 있는 성범죄 예방 정책이 정책대상인 성범죄자들을 어떻게 규정하여 설계되었으며, 각 정책별 특성은 무엇인지를 파악하여 전문가 의견을 토대로 바람직한 성범죄 예방 정책이 무엇인지 고찰하고자 하였다. 이는 기존의 연구들이 각각의 개별적인 성범죄 예방 정책을 분석하고 함의를 제시하는 것에서 벗어나, 현재 시행되고 있는 성범죄 예방 정책을 종합적이고 입체적으로 고찰하고 그 효과를 분석함으로 인해 향후 보다 실제적이고 의미 있는 정책설계 방향을 제시할 수 있다는 점에서 의의가 있다. 이를 위해 성범죄 및 형사정책과 관련된 분야의 전문가들을 토대로 성범죄 예방 정책의 효과, 성범죄자의 합리성 및 통제성 등과 관련된 21개의 진술문에 대한 주관적 인식을 파악하였다. 성범죄에 대한 문제정의 및 해결방안에 대하여 각 분야별 전문가들의 관점은 상이할 것으로 여겨지나, 이들 간의 공통된 의견이 나타난다면, 성범죄 예방을 위한 정책방향을 제시하는데 타당한 근거로 작용될 것으로 기대한다. 이러한 전문가의 인식을 토대로 Q방법론을 활용하여 분석함으로 성범죄 예방 정책에 대한 보다 적실한 시사점을 도출하고자 하였다.
Abstract
In policy design, it is important to select policy means according to the social construction of the target group. Because policy effects are different according to the choice of policy means. This study attempted to understand how the currently implemented sex crime prevention policy was designed by defining the sex offenders subject to the policy, and to examine the characteristics of each policy and what is the desirable sex crime prevention policy based on expert opinion. This study is significant in that it can present a more practical and meaningful policy design direction in the future by comprehensively reviewing and analyzing the currently implemented sex crime prevention policies. To this end, the subjective perception of 21 statements related to the effects of sex crime prevention policies, rationality and controllability of sex offenders, targeting experts in the fields of sex crime and criminal policy were identified. To this end, 21 statements related to the effectiveness of the sex offense prevention policy, the rationality and control of sex offenders, etc., were composed and analyzed using the Q methodology based on the perceptions of experts in the field of sex offenses and criminal policy.
