법질서 확립 방안에 관한 두 가지 관점과 정책적 함의

본 연구는 이명박 정부의 핵심적인 국정과제인 법질서 확립방안에 대한 비판적 고찰을 통해 진정한 국가경쟁력 강화 전제로써의 균형잡힌 법질서 확립방안을 모색하는 것을 목적으로 한다. 현 이명박 정부의 상황인식과 대응방안이 지나치게 공권력 강화론의 관점에서 서있는 것으로 파악되는데, 실효성을갖춘 법질서 확립방안이 도출되기 위해서는 공권력 강화론과 사회적 자본 축적론의 두 가지 방향에서 정책대안이 종합적으로 추진될 필요가 있다.
Abstract
This study analyzes the straightening measures of law and order in MB Government and introduces a rational and balanced alternatives as the enforcing method of national competitiveness. The perceptions and measures for straightening law and order in MB Government are based excessively on the perspectives of strengthening governmental authority. So, this study suggests the needs of complementing by approaches of acculmulating social capitals associated with law and order.
