성인지 예산의 제도화에 대한 영향요인 분석

A Study of the Factors Influencing the Institutionalization of Gender Sensitive Budget

초록

본 연구에서는 순위로짓 및 이항로짓 모형을 통해 성인지 예산(Gender Sensitive Budget)의 제도화 수준 및 공식적 도입에 대한 요인들의 영향력을 2단계에 걸쳐 분석하였다. 그 결과 여성업무 전담기구가 일찍이 설립되어 있는 국가일수록 성인지 예산의 제도화 수준이 높았으며, 여성의원 비율의 경우 성인지 예산의 제도화 수준에 긍정적인 영향을 미쳤지만 공식적 제도도입에 이르는데 있어서는 그 영향이 제한되었다. 또한 정책형성 및 집행의 효율성과 신뢰성은 성인지 예산의 전반적인 제도화 수준 향상과 함께 공식적 제도도입에 대해서도 유의미한 영향을 미치는 것으로 나타났다. 또한 민주주의의 정도는 성인지 예산 제도화 중 공식적 제도도입에 유의미한 영향을 주는 것으로 나타났다. 성인지 예산에 관한 선행연구들이 주로 성인지 예산의 개념 및 내용에 초점을 맞추거나 일부의 성인지 예산 선도국들을 대상으로 하였던데 반해 실증자료를 바탕으로 한 전체 국가에 대한 통계적 비교연구는 거의 이루어지지 못하였다. 본 연구는 선행연구들에서 아직 시도되지 않은 성인지 예산 제도화의 결정요인들을 실증적으로 추론하고 이를 통해 정책적 시사점을 도출하였다는 점에서 의의가 있다.
