부여군 도시공간구조 변화와 문화재보존정책의 상관성 연구

Abstract

Since the enactment of the Cultural Heritage Protection Act in 1962, cultural heritage preservation policies that had primarily been focused on point-based conservation have shifted to area-based one, which includes a certain range of the cultural heritage and its surroundings. Studies on cultural heritage preservation policies have also been limited to analyzing the crisis of cultural heritage and the damage to the surrounding environment caused by rapid urban development and dealing with the necessity of conservation and the supplementation and improvement of the system, without specifically addressing the harm to residents in urban areas caused by the regulations related to the cultural heritage preservation policies. Paying attention to the urban characteristics of Buyeo-eup in Buyeo-gun, a representative historic city in Korea, where most of the central areas of the city are included in the designated cultural heritage preservation zones and historic and cultural environment preservation zones, this study aimed to analyze changes in its urban structure from the 1960s to the present in a time-series manner and investigate and reveal the correlation between these changes and the influence of cultural heritage preservation policies. The result of this study confirmed that the shift from point-based to area-based conservation through the amendment of the Cultural Heritage Protection Act in 2000 has led to a problem where the urban spatial structure of Buyeo-eup has shifted from growth to decline. This result confirmed that it would be necessary to secure consistency in cultural heritage preservation policies like the operation of regulations and permissible criteria for construction work or urban development to predict the impact of such policies on urban areas and set the direction to seeking growth while accommodating the development demand of the city. This study confirmed that cultural heritage preservation policies have significant impacts on the growth and development of cities through the case of Buyeo-eup, where cultural heritage has a significant impact on the urban space. This investigation would make it possible to contribute to seeking the establishment of preservation policies that could promote the continuous growth of the city through the coexistence of cultural heritage and residents in the future.
