부산·울산·경남의 광역경제권 구축여건 분석과 시사점

최근 들어 세계화(globalization)의 진전과 FTA의 확산 등으로 지역경쟁력 강화를 통해 국가경쟁력을 높이려는 움직임이 빠르게 전개되면서 광역경제권 구축에 대한 관심이 높아지고 있다. 우리정부도 개별 지자체 주도의 행정구역별 발전전략으로는 지역경쟁력을 제고하는데 한계가 있다는 점을 인식하고 기존의 시․도 행정구역을 과감히 초월한 광역경제권(5+2) 구축을 추진할 예정이다. 한편 주요 선진국의 광역경제권 구축사례를 살펴보면 경제적 광역권은 대도시를 중심으로 자발적으로 형성되는 경우와 중앙정부 주도하에 인위적으로 형성되는 경우로 구분된다. 이들 예에서 광역경제권이 자발적으로 형성되더라도 중앙정부의 지원이 필요하고, 중앙정부 주도하에 형성되는 경우에도 지역의 의견을 중시하고 있다는 점은 광역경제권의 성공적인 구축을 위해서는 중앙정부와 지역 간의 유기적인 협력이 필수적임을 시사해 준다. 부산․울산․경남은 경제규모가 수도권 다음으로 크고 권역 내 교류도 많아 광역경제권 구축을 통한 자립적 경제단위로의 발전에 대한 기대가 높다. 부․울․경에서는 광역경제권 구축의 필요성이 일찍부터 계속 거론되어 왔으나 지자체간의 상호협력 부족 등으로 크게 진전되지 못하고 있으며 경제적 기반에 입각한 분석도 미흡한 실정이다. 이러한 관점에서 부산․울산․경남의 경제구조 특징과 산업연관관계 분석 등을 통하여 부․울․경의 광역경제권 구축여건을 검토하고 향후과제를 제시하고 있다.
Abstract
With the efforts being made to strengthen national competitiveness by enhancing regional competitiveness in accordance with the progress of globalization and the acceleration of FTAs, there has been growing attention in recent years among many countries on combining a few regions into an integrated economic zone. The Korean government also announced in January 2008 its plan to construct 5+2 economic zones, as its previous strategies for local government-led development were not very successful in enhancing regional competitiveness. A look at the cases of major developed countries with integrated economic zones shows two types of economic zones - one voluntarily constructed centering around big cities and the other developed with the initiative of central governments. The fact that central government's support is essential even when economic zones are developed voluntarily and that opinions from each region are also taken into consideration when the development of those zones are led by the central government suggests that a close cooperation between the central and regional governments is key to the successful construction of integrated economic zones. The Busan-Ulsan-Gyeongnam region is expected to develop into an autonomous economic unit, given that a great volume of trades are conducted within this second largest economic region in Korea after the Seoul Metropolitan area. Although the need to establish an integrated economic zone has been continuously discussed, little progress has been made due to the lack of cooperation among the local governments and insufficient economic research. In this respect, the economic conditions for the establishment of the Busan-Ulsan-Gyungnam economic zone are examined and their implications are presented in this paper through the analysis of characteristics of the economic structures and input-output of the areas.
