In order to establish the cross-border cooperation and formation of a super agglomerate economic zone, new regional development strategies were closely examined. These strategies would create opportunities to set up both external openness and loosing border, which are caused by globalization. If we consider the geographic proximity, institutional similarity, cultural interchange experience, industrial and technological level, it is possible to frame the cross-border cooperation and the super agglomeration formation between Busan (Southeast zone) and Fukuoka (Kyushu zeon). This study focused on the fields of technological cooperation through the machine industry, the automotive industry, and the environmental industry paying specific attention to the industrial structure and technological level between both. The tourism industry and the medical service industry were also examined due to the geographical advantage.
