본 논문은 Vector Autoregressive Model(VAR모형)을 이용하여 1953년부터 1999년까지 한국에 대한 원조의 거시 경제적 충격 및 영향에 대해 살펴보았다. 국민계정을 바탕으로 하여 원조, 수출, 국내수요, GDP를 변수로 하여 분석하였으며, 시차의 안정성을 검정한 결과 3기 시차를 최적시차로 설정하였다. 분석 결과에 따르면 원조 충격은 다른 변수보다 자기 자신에 대한 설명력이 높은 것으로 나타났으며, 원조 충격에 의한 국내 수요에 대한 설명력은 예상처럼 그리 크지 않았다. 추가적으로 원조자금, 원조 흡수, 지출, 생산에 대해 추정하여 예측오차의 분산분해를 시행한 결과, 대한원조에 대한 지출은 원조흡수보다 다소 조금 높게 나타나 한국에 대한 원조가 정부지출을 통해 국내수요를 증진하는데 기여했던 것으로 해석할 수 있다. 또한 원조무용론을 주장하는 사람들이 우려하는 바와 달리 원조 흡수, 지출에 대한 값이 양의 값으로 나타나 한국의 경우 원조가 거시경제적으로 유의한 영향을 끼쳤던 것으로 판단된다. 다시 말하자면, 적어도 한국과 같은 소규모 개발국가의 경우에는 원조 유입이 시장을 교란시켜 수원국의 경제발전을 저해하거나 더디게 한다고 일반화시킬 수 없다고 할 수 있겠다.
Abstract
The paper aims to analyze how did the foreign aid influence the korean macroeconomic impact by expanding Hansen and Headey(2010)'s technique. In this paper, I also would like to compare the aid absorption, spending and production by using the national accounts approach. According to the empirical results, the response of aid is tendency to decrease in the long terms following the aid shocks. Also the gap between aid absorption and spending is not too big even though the aid absorption is a little higher than spending. This research result illustrates that in case of Korea, the aid receiving experiences could not disturb the korean macro economy. Compared with previous literatures, we can find out that Korea has a similar response of aid shock with aid dependent countries which is an empirical results of Hansen and Headey. This paper is helpful to recognize the role of foreign aid in Korea economic development. Also through an analysis of aid given in South Korea, we can learn the lessons from previous experience in some historical experience and it will suggest a policy implication to developing countries.
