Methods: This has been done by an analysis from references about sexual education and relateddata of ngo/go. Results: Rather than teaching sexual standards to youth by referencing model developed by adultor adult oriented/required sex education, the researcher has proposed diversified sexual right education, which 1) raise an ability of youth to negotiate relationship between adults and youth, suchas age, sexual (gender) standard, sexuality, etc. and 2) raise an ability of the society to recognizedesires and growth of modern youth. The most appropriate education system for youth is all abouthow to make youth expose and practice their desire to themselves and to others. This can promoteyouth health through understanding the close relations among people and the power relationship. Conclusions: This research, rather than being protective measure for youth, or being preparatoryeducation for exchanging knowledge, information and experience on standard means of conductingsexual relationship or sexual activities, proposes a transfer to sexual citizenship that promotesestablishment of new relationships. Beyond the idea of personal sexual rights, the sexual citizenshipeducation system requires systematic support and political discussion for recognizing sexual conducts, identity, relationship. This is to recognize the reality and the power of youth for healthy life.
