유아교육재정의 확보 및 배분 분석 연구 -시․도교육청 간 수평적 형평성 면에서-

이 연구는 유아교육재정을 확보와 배분 면에서 분석하였다. 재정 확보 면에서는 전체 교육예산중 유아교육예산이 차지하는 비율로 보나 OECD 선진국의 유아교육재정 규모에 비해서나 많이 낮은 편이었다. 표준유아교육비를 기준으로 재정 확보의 충족성을 분석한 결과 유아교육재정 규모는 적정 소요액의 46.8% 수준에 불과하였다. 재정 배분 면에서는 수평적 형평성을 분석하고자 편차계수와 맥룬지수(McLoone Index)를 산출하였다. 그 결과 시․도교육청 간 1인당 유아교육예산 배분은 수평적 형평성 면에서 일부 개선되고는 있지만 아직도 매우 낮은 것으로 나타났다. 그러나 수평적 형평성 면에서 지역별 격차는 농어촌지역과 저소득계층에 더 많이 지원하기 위한 정책적 노력에 의해 상당히 보전되고 있으므로 수직적 형평성 면에서 분석한다면 보다 더 공정할 것으로 추정되었다. 그러나 유아교육재정 배분의 공정성을 더 타당하게 평가하기 위해서는 유아교육예산뿐만 아니라 보육예산도 분석 대상에 포함하여야 하고, 개인별 특별한 재정수요를 감안한 가중치를 적용한 수직적 형평성을 분석하는 게 정책적으로 더 타당할 것이다.
Abstract
This study analyzes South Korea’s early childhood education finances to evaluate the procurement and distribution policies. The procurement of early childhood education finance is insufficient with respect to the ratio of the total education budget to the early childhood education budget, It is less than any OECD nation’s budget. It is about 46.8% of the standard cost needing to provide the appropriate level of early childhood education. In order to evaluate the horizontal equity, this study measured coefficient variance and the McLoone Index and concludes that the early childhood education budget is not adequately allotted among province school districts because both the number of coefficient variance and the McLoone index are far lower than the acceptable numbers listed. However, it is assumed that the regional differences in budget allotment per child result from the financing policy for public kindergartens and the tuition aiding policy for low-income family children. If we measure the vertical equity and consider public kindergartens and tuition aide, the vertical equity of early childhood education budget distribution is found to be higher than the horizontal equity. In order to assure validity of analysis, future studies should add the early childhood care budget to the education budget and then analyze the vertical equity, applying the additional higher weights for students from low-income families, special children, kindergarten size and other contingent variables.
