Abstract

The present study aims to locate the status of Korean early childhood education policy in the context of OECD countries using the typology of early childhood education policies. The data from OECD(2013) were utilized. The Fuzzy-Set Ideal Types analysis was employed to categorize the typology of early childhood education policies. This study used three dimensions of early childhood policies, such as accessibility, expenditure on early childhood education, and teacher to child ratio, to categorize eight types of early childhood education policies. The result showed that Korea has high accessibility but low expenditure, and low structural quality of education in terms of teacher to child ratio. The reason for the results may lie in the fact that Korea has low expenditure on public early childhood institutions and a low enrollment rate of public early childhood education institutions. Moreover, the countries belonging in a similar type tended to have a low birth rate and low employment rate among females in their thirties. Implications for Korean early childhood education policies were discussed.
