Abstract
In this paper, I have tried to explicate the liberal principle of state neutrality in a coherent way. According to the liberal principle of the state neutrality discussed in this paper, the state should be neutral between permissible ideals of a good human life, religious/ethical/political views, and identities of citizens. It follows from the analysis of the concept of neutrality that the principle of neutrality can be best understood as neutrality of reasons or neutrality of justification. The liberal principle of state neutrality is a derivative principle which serves the principle of equal concern and respect. So understood, the principle can be approached in two dimensions. First, the principle can be interpreted in terms of non-discrimination. The principle of neutrality at this dimension requires that the state should not discriminate between citizens merely on the basis of an official judgment regarding their ways of life, religious/ethical/ political views, and their identities. Secondly, the principle of state neutrality can be understood in terms of mutually acceptable reasons. The principle at this dimension requires the state to make a serious and good-faith attempt to give common reasons for its acts, i.e. reasons which reasonable citizens might be expected to accept and share. To sum up, the principle of state neutrality has limited yet important applicability. The principle sets limits to the ways in which the state acts, because it requires that the state refrain from forcing the individuals to lead lives they do not endorse themselves.
