경찰행정의 민주화 및 능률성을 확보하고 관료행정의 폐단을 막기 위해서 뿐만 아니라 경찰행정에의 주민기대에 대한 순응성, 책임성, 전문성의 확대를 위해서도 경찰행정에 대한 주민의견을 적극적으로 수집할 필요가 있다. 또한 경찰행정에 대한 주민의견의 수집은 경찰행정에 대한 주민의 관심을 높이고 주민을 교육하는 효과도 있으면서 경찰-지역사회관계의 강화와 경찰행정의 공개 및 외부지향을 위해서도 필요하다고 생각된다.지역사회 경찰활동의 철학적(philosophical), 전략적(strategic), 전술적(tactical), 조직적(organizational) 특징을 효과적으로 실행하고, 총체적 품질관리(TQM)의 측면에서 경찰은 지역주민의 의견을 적극적으로 수집하고자 노력해야 한다.개개의 주민들은 불평자, 범죄 피해자, 목격자, 정보원, 피의자, 지지자, 그리고 구경꾼이라고 불리는 역할들을 포함해서 다양한 역할을 하며 경찰과 직접적인 상호작용을 한다. 경찰의 주민의견 수집활동이 활성화되기 위해서는 먼저, 경찰과 주민간의 신뢰관계가 구축되어야 한다. 경찰과 주민간에 신뢰관계가 형성된 상황에서 실질적인 다양한 주민의견 수집을 위한 프로그램이 마련되어야 할 것이고, 또한 수집된 주민의견을 체계적으로 관리할 수 있어야 한다.
Abstract
The Police should collect citizens' opinions to realize the democracy and efficiency of police administration, to eliminate the bad practices of bureaucracy, and to enlarge the reactiveness, responsibility, professionalism. In addition, to collect citizens' opinions will develop citizen's concern for police administration, educate citizens, improve the police-citizen relation, and make police administration open. The Police should collect citizens' opinions actively to enforce the philosophical, strategic, tactical, organizational dimensions of Community Policing, and to enforce Total Quality Management. Individual citizens play the various roles including tattler, crime victim, eyewitness, informant, suspect, supporter, observer/bystander, and make mutual relation with police. To activate for the police to collect citizens' opinion, the police should construct the trust relation between the police and citizens. Also the police should make programs for collecting various citizens' opinions. In addition, the police should manage the collected citizens' opinions systematically.
