성공적인 지역사회 경찰활동의 실행전략에 관한 연구

우리나라에서 아직까지 지역사회 경찰활동에 대한 실증적인 연구가 본격적으로 행해지고 있지는 않다. 그러나 지역사회 경찰활동의 철학 적 특징, 전략적 특징, 전술적 특징, 조직상의 특징을 볼 때 지역사회 경찰활동을 수행함으로써 얻는 이익은 매우 크다고 여겨진다. 성공적인 지역사회 경찰활동의 실행을 위해서는 다음과 같은 전략 이 필요하다고 생각된다. 첫째, 전략적 기획을 실시하여야 하고, 전략적 기획과정에 지역사회 경찰활동의 10원칙이 반영되어야 한다. 둘째, 지역 및 관리상의 실행전략으로서 경찰조직을 분권화하고, 조 직문화를 변화시키고, 관리방식을 변화시키며, 교육훈련을 강화할 필 요가 있다. 셋째, 운용상의 실행전략으로서, 경찰-지역사회의 협력관계를 증진 하고, 순찰방향을 재설정하고, 문제해결을 위한 노력을 하여야 한다. 넷째, 실행결과에 대한 철저한 평가를 하여야 한다. 지역사회 경찰활동을 수행함에 있어서는 단순한 몇 개의 프로그램을 실행하기 보다는 경찰관서 전체가, 소속 경찰관 전체가 지역사회 경찰 활동을 정확히 이해하여야 하고, 일상적인 업무를 수행하면서 지역사회 경찰활동의 각종 특징이 실현될 수 있도록 노력해야 할 것이다.
Abstract
In Korea, positive researches on community policing have not been executived. But, considering philosophical, strategic, tactical, organizational features of community policing, community policing is very useful. To practice successful community policing, we must practice various strategies. First, we must practice strategic planning, and put 10 principles of community policing in strategic planning. Second, pertaining to organizational and management strategy, we must decentralize police organization, change organization culture, alter management method, and reinforce education training. Third, pertaining to operational strategy, we must promote the partnership between police and community, reorient patrol method, and make efforts for problem solving. Fourth, we must make the thorough appraisal of practice results.
