시민경찰학교의 활성화 방안에 관한 연구

경찰활동이 경찰과 지역주민간의 쌍방적인 관계에서 이루어질때 효과성이 보다 높아질 수 있다는 경찰활동의 철학은 ‘지역사회경찰활동’이란 개념으로 발전되어 왔다.그리고 많은 선진국경찰들, 특히 미국의 경찰은 이러한 사상적 기반위에서 지역사회주민들의 경찰에 대한 이해증진을 통한 쌍방적 협력관계를 증진시키기 위하여 ‘시민경찰학교’를 개선해 왔고, 우리나라 경찰도 이러한 선례에 따라 2000년도에 시민경찰학교를 개설하여 현재 대부분의 경찰서에서 시민경찰학교프로그램을 운영하고 있다.그러므로 이 연구에서는 미국의 ‘시민경찰학교’ 프로그램과 운영실태등을 조사하고 우리나라에서 이 업무를 담당하는 경찰관들과 교육수료자들을 대상한 실증적 조사를 통하여 우리나라 시민경찰학교 프로그램과 운영상의 문제점을 찾아내어 개선활성화 방안을 제시하는 것이 연구의 목적이었다. 따라서 본 연구자는 우선 시민경찰학교프로그램의 이론적 기반이 되는 지역사회경찰활동의 원리와 치안서비스공동생산이론, 그리고 제3자 경찰활동의 개념을 살펴보았다. 그 다음 미국에서의 운영실태 등을 문헌과 방문면접을 통하여 조사한 결과를 제시하였다. 끝으로 우리나라에서의 운영실태는 담당경찰관들과 교육수료자들을 대상으로 한 설문조사방법으로 조사하였으며 그 결과를 미국경찰과 비교분석하여 문제점을 찾아내고 활성화 방안을 제시하였다. 몇 가지 중요한 문제점만을 지적하면, 첫째, 교육프로그램내용 중에서 ‘경찰지역사회관계’에 관한 내용이 너무 적은 비중을 차지하고 있고, 순찰활동에 관한 것을 교육내용에 포함시키지 않고 있는 경찰서가 있다는 점이다.둘째, 선발기준에서 범죄경력은 중요한 요소인데, 이를 선발기준으로 정하고 있는 경찰서가 50%에 그친다는 점과 경찰관련 활동에 경험이 있는 교육대상자의 비율(65.5%)이 높다는 문제점이 있다.셋째, 교육기간과 교육시간이 부족하다는 문제점도 발견되었다. 그리고 교육담당자들이 전원 경찰관들이어서 경찰에 대한 객관적 이해를 저하시키는 문제점도 지적되었다.이상과 같은 문제점들을 인식하여 여러 가지 활성화 방안이 모색되었다. 그 중 중요한 몇 가지만을 적시하면, 첫째, 교육기간과 교육시간을 좀더 늘릴 것, 둘째, 선발기준을 보다 엄격하게 하고, 선발연령을 현재 보다 낮출 것, 셋째, 교육담당강사들을 일반인들로부터도 충원할여 경찰에 대한 객관적 이해를 증진시킬 것, 넷째, 교육내용에서 경찰-지역사회관계와 순찰활동의 비중을 높을 것. 끝으로 교육수료자들에 대한 사후관리의 철저화와 비제복 경찰관을 기용하여 전문성을 향상 시킬 것 등이다.
Abstract
During the past five years, many Korean police department have developed citizen police academies. These programs are intended to improve police-community relations, to educate the public, and to further the implementation of community policing strategies. Despite their widespread use, few efforts have been made to empirically evaluate citizen police academies. This study examines the problems of Korean police academies compared to those of American police academies by surveying police officers in charge of this matter and past program participants and tries to suggest some remidies to make an improvement. The results show that their are some discrepancies between two countries in terms of citizen police academies programs and their operations. Accordingly, some problems related to programs and operations were pointed out and some suggestion were made to improve Korean police citizen academy.
