호송경비업의 발전방안에 관한 연구

Abstract

In 「Security Industry Act」, escort security means the work to prevent cash, securities, precious stone, product and other objects, which are in the process of transportation, from the risk. The escort security is a part of main security works, which has been settled in Korea since civil security industry was systematized as 「Security Industry Act」was systematized. Recently, as economy becomes difficult due to financial crisis, there are so many crimes aiming at cash-carrying car in the world. For the escort security industry, which conveys cash in the country and is called economic vein, only 50 securities companies are approved among about 3,000 companies in Korea. Cash and precious stone attracts criminal so much, however, because criminal can earn a lot of money through one crime. It is also critical because improper behavior of guard may cause critical social problem. Actually, the theft of cash-carrying car occurring in Daejeon in January 2003 and that occurring in Pohang, Gyeongbuk in October 2003 became the big social issues. Moreover, there was a case that one escort guard ran away, driving cash-carrying car in Seoul 10 days after he was employed. Therefore, escort security work has a percussion cap, which is hard to expect case an any time. Even academic world does not perform the study on escort security. The purpose of this study is to suggest the problem of escort security, which was criticized by various multimedia, through case and discuss its development method. As the development methods of escort security suggested in the study are as follows. First, it is necessary to prepare strict employment standard including disqualification reason of escort guard and review the revision of deployment report regulation, revision of education and training suitable for escort security and new establishment of escort guard instructor system. Second, as an operational method, it is necessary to revise and reinforce recruit and duty education, improve welfare of escort guard and increase the cooperation with related organizations such as police and financial organization.
