AHP 분석을 통한 음주관련 위법행위의 강제치료적 개입 우선순위 결정

Abstract

Generally, it is believed that alcohol use/abuse leads to explain the link between alcohol use and violent or property crime. Despite rigorous crackdown and strengthened punishment, tendency towards drinking and related crimes are still increasing. It is because the current prevention policy against drinking and related crimes has been focussing solely on punishment without considering its hidden propensity and recidivism. But it may not be useful in guiding public policy and criminal justice policy designed to reduce and prevent crime. Therefore this study try to review and estimate on the existing policy of alcohol-related crime in Korea, and introduce the alternative on prevention policy, such as introduction of treatment in Police Stage, the prosecution's suspension of indictment policy on condition of obligatory counsel or Attendance Center Order, the cure-custody system for mentally disorered offenders, compulsory cure system of drinking offender by court. To facilitate the compulsory treatment, we need to introduction the compulsory treatment system, collaboration efforts improvement of legal-social system, construction of community based drinking center and evaluation of compulsory treatment. The purpose of this study is to prioritize policies which can be considered for establishing and facilitating compulsory therapeutic treatment. To do that, this study conducts a questionnaire survey, targeting for 30 expert. The survey includes various factors according to four stages in the criminal justice system: police, prosecution, court and correction. The method used is AHP(Analytic Hierarchy Process) technique using expertchoice 2011. Results of the analysis are as follows. At the first stage of analysis violent crimes, correction is found as the most significant factor. The other significant factors are court, police and prosecution factor in order. Analysis minor offense, police is found as the most significant factor. At the second stage of analysis violent crimes, the specialized care center among compulsory therapeutic treatment is the most significant factor. Analysis minor offense, improved system of the Police Care and Protection for intoxicated people are significant in order.
