Abstract
In this study, we are trying to draw a conclusion about not only academical but also empirical effectiveness of social protection policy by analyzing how it affects 4 major violent crimes(robbery, rape, assault, murder). For this, we had collected data from basic local governments. We choose panel negative binomial regression model to clarify the correlation between welfare spending and violent crimes. By doing this analysis, we have found that some crimes closely related to profit of fortune, such as robbery, decrease as government’s spending for welfare policy increases. Contrary to this results, crimes caused by higher stage of needs than basic maintenance of needs, such as rape and assault, have positive correlation with social protection policy. Also, there was no significant causal inference between murder and welfare spending. This conclusion does not coincide with the findings derived from previous empirical study based on US local government data. Our results indicate that previous social support theories have to be rectified in some sense, because as we show through this analysis, how social protection policy affects crime occurrence depends on the type of crime. Deducting mechanisms of how government policy affects crime rate and how specific characteristics of local government and crimes change the effectiveness of social protection policy is very important research question, but very few of social science studies were done in this field. In this sense, our study have significant difference when it compares to previous studies. Also, we are expecting that later researchers can expand the scope of crime studies as set footing on ours.
