이 논문은 치안정책에 대한 지불의사가 개인의 치안 수요이고, 치안정책에 더 많은 세금을 지불할 용의가 있다는 것임을 전제로 지불의사에 영향을 미치는 요인들을 살펴보고자 한다. 국외 논문뿐만 아니라 국내 논문에서도 치안정책에 대한 개인의 지불의사(willingness to pay)에 관한 연구는 찾아보기가 힘든 실정에서, 이 연구가 치안정책을 위한 기초 자료로 활용되기를 기대한다. 인구사회학적 변수, 범죄에 대한 일반 변수와 한국 사회에서 폭력범죄 위험에 대한 인식을 투입하여 개인의 치안정책 지불에 대한 긍정적·부정적 반응을 파악함으로써 국민의 치안정책 지불의사에 대한 가치인식을 조망할 수 있다. 연구결과 개인이 생각하는 배우자 유무, 거주 지역 개인의 치안정책에 대한 지불의사에 영향을 미치는 것으로 나타났다. 또 한국정부가 폭력 범죄 위험에 대처, 폭력 범죄 위험에 대한 노출과 폭력 범죄 위험에 대한 취약성이 치안 정책 지불 의사에 영향을 미치는 것으로 나타났다. 연구 결과에 따라 치안정책의 효과성을 제고하기 위해 치안 정책의 최종 수요자이자 비용부담자인 국민의 지불의사를 살피고, 이를 정책 수립과 집행과정에서 활용할 수 있는 방안을 강구한다.
Abstract
The growing desire for quality of life naturally increases the interest in security. The explosive demand for private security proves one side of the situation. While payments for security can be supplemented by private security, public security is essentially one of the basic functions of a minimum state. Therefore, this study examines individuals' willingness to pay(WTP) for public security policies. Utilizing data from the Korean General Social Survey(KGSS) on the individuals' WTP, this study conducted ordered logistic regression analysis. Findings indicated that only spouses, violent crime risk exposure, vulnerability and capability were statistically significant. On the other hand, demographic characteristics such as age, sex, education, and monthly average income were not statistically significant. Based on these results, this study tries to find ways to improve the effectiveness of security policy.
