제5차 영재교육진흥종합계획에 기반한 음악영재 선발 개선 방안 탐색

본 연구는 영재교육을 위한 국가차원의 노력이 20년을 맞는 시점이자 새로운 정책인 제5차 영재교육진흥종합계획 설정의 전환점인 현재, 전년도인 2022년도의 음악영재 선발 현황을 바탕으로 음악영재 선발 개선 방안을 모색하는데 그 목적이 있다. 이를 위해 국가 차원 음악영재교육이 이루어지는 전국 65곳의 음악영재교육기관의 모집요강을‘고도영재 발굴 지원’,‘소외계층 맞춤형 선발·지원’,‘선발방식의 다양화·체계화’의 측면에서 분석하였으며, 그 결과를 바탕으로 선발과정의 문제점과 개선 방안을 제시하고자 하였다. 분석 결과로는 다음과 같다. 첫째, 음악영재교육 분야에서의 고도영재 발굴은 이루어지지 않고 있었으며, 일부 기관에서만 모집요강에 제시하는 정도였다. 둘째, 소외계층의 선발은 영재교육기관들이 선발인원의 5% ~ 20% 사이를 소외계층을 위한 선발전형으로 선발하고 있었으나, 학교 밖 청소년에 대한 지원은 아직 제한적이었다. 셋째, 음악교육의 특성상 선(先)교육 – 후(後)선발은 1곳에서만 이루어지고 있었으며, 대체적으로 선발과정에서 전공실기의 비중이 매우 높은 편이었다. 이에 대한 개선방안은 다음과 같다. 첫째, 음악 고도영재 선발이 더욱 체계화 및 확립되어야 한다. 둘째, 선발과정에서의 추천인 다양화를 고려해야 한다. 셋째, 잠재적 영재선발을 위한 전형이 신설되어야 한다. 넷째, 선발과정에서의 평가 활용의 다양화 및 일부 평가의 반영비율이 조정되어야 한다.
Abstract
The purpose of this study is to find ways to improve the selection of music gifted students based on the current status of music gifted selection in 2022, the previous year, which marks the 20th year of national-level efforts for gifted education and a turning point in the establishment of the 5th Master Plan for Promotion of Gifted Education. To this end, the recruitment guidelines of 65 music gifted educational institutions nationwide, where music gifted education is conducted at the national level, were analyzed in terms of ‘support for the discovery of high-level gifted’, ‘customized selection and support for the underprivileged’, and ‘diversification and systemization of selection methods’, and based on the results, the problems of the selection process and improvement measures were presented. The results are as follows. First, there was no discovery of advanced gifted students in the field of music gifted education, and only some institutions presented it in the recruitment guideline. Second, for the selection of the underprivileged, gifted educational institutions selected between 5% and 20% of the number of people selected as a selection for the underprivileged, but support for out-of-school youth was still limited. Third, due to the nature of music education, pre-education-post selection was conducted only in one place, and in general, the proportion of major skills in the selection process was very high. The improvement measures for this are as follows. First, the selection of high-level music talents should be further systematized and established. Second, diversification of recommendations in the selection process should be considered. Third, a screening process for potential gifted selection should be established. Fourth, the diversification of evaluation utilization in the selection process and the reflection rate of some evaluations should be adjusted.
