본 연구는 사립대학 주요 의사결정기구의 운영 실태를 분석하고 개선방안을 탐색하여 사립대학 운영의 합리성과 책무성을 제고하는 데 있다. 이를 위해 2020년 기준으로 사립대학의 의사결정 핵심인 이사회와 법정기구인 대학평의원회와 등록금심의위원회의 운영 실태를 분석하였다. 분석대상은 수도권 9개교, 비수도권 13개교 등 총 22개 사립대학이 설문에 참여하였고 응답 결과를 분석하였다. 사립대학 의사결정기구의 실태 분석을 바탕으로 도출한 논의 및 결론은 다음과 같다. 첫째, 이사회의 경우 이사회 구성과 운영 측면에서 합리성은 높아지는 단계이나 재정기여도는 더 필요한 것으로 나타났다. 또한 이사회 의결 기준을 강화, 이사회 운영의 개방성, 이사의 전문성 확보를 위한 노력이 필요하다. 둘째, 대학평의원회는 구성 및 운영도 적절하게 이루어지고 있으나, 대학운영에 실질적인 도움이 될 수 있는 안건 심의가 필요한 것으로 나타났다. 현재의 구성 비율 유지 및 의원들의 대학에 대한 이해도를 높이고, 심의사항에 대한 재의결 요청 규정을 마련할 필요가 있다. 셋째, 등록금심의위원회는 의사결정의 반영 비율은 높지만 형식적이고 전문성이 낮은 부분은 극복해야 할 과제로 나타났다. 또한 기능상 예･결산 심의가 대학평의원회와 중복되는 점이 개선되어야 한다.
Abstract
The purpose of this study was to improve the rationality and accountability of private universities by analyzing the operating conditions of private university decision-making bodies and by exploring the improvement measures. The current operation status of the board of directors as the core player of private university decision-making and the university council and the tuition deliberation committee as statutory bodies as of 2020, were explored. 22 private universities were analyzed: 9 from metropolitan area and 13 from non-metropolitan area. Based on the research analysis of private university decision-making, the discussions and conclusions are as follows. First, in the case of the board of directors, rationality in terms of composition and operation of the board of directors is increased, but more financial contributions are needed. In addition, it is needed to strengthen the standards for resolution of the board of directors, and to secure the openness of the operation of the board, and the expertise of the board members. Second, although the university council is properly organized and operated, it is needed that deliberation on agendas could be of practical help in university operation. It is required to maintain the current composition ratio, to improve the council members’ understanding of the universities, and to insert the rules for requesting re-decision on deliberations. Third, the tuition deliberation committee has a high rate of reflection of decision-making, but it is needed to overcome its high formality and low professionalism. In addition, as the committee’s deliberation on the budget & accounts overlaps with the university council, the function of the committee should be re-arranged.
