방범용 CCTV의 범죄예방효과에 관한 연구 - 천안아산 지역 읍면동을 중심으로 -

초록

본 연구는 방범용 CCTV가 범죄예방에 미치는 효과를 검증하기 위하여 천안아산 지역의 36개 읍면동을 대상으로 중다선형회귀모형을 구축, 분석하였다. 연구모형에는 CCTV와 더불어 생태학적 이론들과 과거 연구에서 중요하다고 제시된 지역사회의 구조적 특성을 대표하는 변수들(기초수급자 비율, 주거이동 비율, 외국인 비율, 인구밀도, 식품·공중위생업 비율)이 포함되었다. 분석 결과, CCTV는 재산범죄를 감소시키고 폭력범죄에는 유의미한 영향을 미치지 않는 것으로 드러났다. 이는 인간의 합리성을 전제로 하는 셉테드와 일상활동이론의 논지와 일치하는 결과였으며, 또한 국내외 선행연구에서 비교적 일관되게 보고되는 패턴이었다. 날로 급증하는 방범용 CCTV와 범죄예방과의 인과성을 양적으로 검증한 국내 최초의 시도라는 점에서 본 연구의 의의가 크다 하겠다. 하지만 지역사회의 구조적 변수들을 측정함에 있어 본 연구의 분석단위인 읍면동에서 충분한 자료를 구하기가 어려웠다. 특히, 국내 연구에서 비교적 일관되게 중요한 변수로 지적되고 있는 이혼율을 분석모형에 포함시키지 않은 점이 아쉬웠다. 그럼에도 불구하고 본 연구는 CCTV 관련 실증연구를 활성화시키고 정책의 효과성을 높이는데 기여하며 더 나아가 지역사회 연구를 활성화시키는 계기가 될 것으로 기대된다. 특히 지역사회의 구조적 변수들 가운데 인구밀도가 재산범죄와 폭력범죄에 모두 정적 영향을 미친 것은 시군구 단위에서 수행된 국내 연구들의 결과와 상반된 결과로서 향후 추가적인 검증을 요하는 문제로 남게 되었다.

Abstract

This study aimed to assess the effect of CCTV on crime prevention. To this end, multiple linear regression model was constructed for the 36 basic district areas (Eup, Myon, Dong) of Cheonan and Asan cities. Main variables for neighborhood characteristics that have been regarded important by ecological theories and empirical studies, such as receipt of public assistance, residential mobility, foreigners, population density, public food & sanitation facilities, were controlled for the model. Result showed that CCTV reduces property crime, but not violent crime. This was consistent with the main thesis of CPTED and routine activity theory, which hold the assumption of rationality for human beings. Also, the result shared the same pattern of the previous studies. This study is academically important in that the causal relationship between sharply increasing CCTV and crime prevention was first tested in quantitative manner in Korean contexts. However, it was difficult to obtain sufficient data for neighborhood structural variables at the basic district level, Eup, Myon, and Dong. In particular, it appeared to be problematic that the divorce rate was not included in the model because divorce rate proved to be an important factor leading to crime in the previous Korean studies. Nevertheless, this study is expected to revitalize empirical research and contribute to elevating the effectiveness of CCTV-related policy. Further, more neighborhood studies are expected to be carried out in Korean context. Especially, the result that population density increased both property and violent crime was opposite to that of past Korean studies conducted for bigger regions, Si, Gun, and Gu, which stimulated more future studies to be performed.
